Her Lordship completed schooling at Carmel Convent School, Sector 9, Chandigarh, graduated in the discipline of humanities from GCG, Sector 11, Chandigarh and is an alumni of the Department of Laws, Panjab University having pursued B.A. LL.B. (three years) and LL.M. from there. Enrolled as an Advocate in the year 1990 and practiced at the Punjab and Haryana High Court. Dealt with cases of various kinds including criminal, civil, service, revenue and constitutional. Represented Union Territory, Chandigarh for a number of years as well as some of the Boards and Corporations. Elevated to the Bench of the Punjab and Haryana High Court on 31.03.2014.

Justice Kuldeep Tiwari was born to Shri Raj Kumar and Smt. Kamlesh, on 15th May 1977 at Pehowa, District Kurukshetra, Haryana. He hails from an agriculturist family and he is a first-generation lawyer of his family. Alumnus of Kurukshetra University, Kurukshetra from where he completed 5-years integrated B.A., LLB (Hons.) in the year 2001, Justice Kuldeep Tiwari started his practice as an advocate in the District Court, Kurukshetra and Civil Court, Pehowa in September 2001. Thereafter, he shifted to Punjab and Haryana High Court, Chandigarh in November 2002. He has had a successful practice at the Bar wherein he dealt with multifarious criminal, service, and arbitration matters.
Justice Kuldeep Tiwari has served as Additional Advocate General, Haryana; Additional Public Prosecutor (UT Chandigarh); Standing Counsel for Bhakhra Beas Management Board and Indira Gandhi University, Rewari, Haryana; Legal Advisor to Marketing Board-UT Chandigarh; Panel Counsel for various Boards, Corporations, Universities including Indian Red Cross Society (Haryana), Pt. B.D Sharma University of Health Sciences, Rohtak; Chaudhary Bansi Lal University, Bhiwani and Maharishi Dayanand University, Rohtak, Haryana, among others.
He was administered oath as an Additional Judge of the Punjab and Haryana High Court, Chandigarh on 2nd November, 2022.
