About Committee
The Committee on Process Re-engineering and Change Management for the States of Punjab, Haryana and U.T. Chandigarh was formed under orders of the Hon’ble e-Committee, Supreme Court of India. Since the scope of work and objectives to be achieved by the Committee on Process Re-engineering were overlapping with the already existing Committee constituted by this Hon’ble Court for revision of High Court Rules and Orders, as such, the Hon’ble e-Governance and Computer Committee and Hon’ble Rules Committee in a joint meeting, duly approved by Hon'ble The Chief Justice, merged the two Committees i.e. the Committee on Process Re-engineering as well as the Committee for Revision of High Court Rules and Orders, and Hon’ble Mr. Justice S. N. Aggarwal (retd.) was appointed as first Chairperson of the Committee who prepared first Report of the Committee dated 31.01.2014 containing proposals for revision/amendment of the Punjab and Haryana High Court Rules and Orders on various aspects in the backdrop of current automation of court procedures and deployment of software applications and the said report was submitted before the Hon’ble e-Governance and Computer Committee of this Hon’ble Court who forwarded it to the Hon’ble e- Committee, Supreme Court of India.
Beginning from October, 2013, the Hon’ble Committee on Process Re-engineering sought responses from the District Courts in the States of Punjab, Haryana and U.T. Chandigarh on 14 points which were circulated by the Hon’ble e-Committee, Supreme Court of India under the head “Draft for Discussion”. The Committee further sought responses from the District Bar Associations as well as Sub Divisional Bar Associations on all the aspects as mentioned in the Draft for Discussion. Subsequently, the Committee held interactions with Bar Associations and Ministerial staff posted in selected District/Sub-Divisional Courts with a view to have their suggestions and to ensure their participation in the ongoing process of amendment of rules and orders in the wake of automation of Court processes and deployment of I.C.T tools. The Committee also studied current procedures and processes in the District Courts as well as in the Hon’ble High Court by visiting their filing sections/Judicial service centres, copying branch, record room etc. The Chairperson of the Committee on Process Re-engineering alongwith Member Secretary observed the current practices and procedures after the implementation of the e-Courts Projects and in the backdrop of the employment of Case Information System by visiting selected District Courts and Sub-divisional Courts in the States of Punjab, Haryana and U.T. Chandigarh.
With effect from 01-02-2014, Hon’ble Mr. Justice L. N. Mittal (retd.) was appointed as Chairperson of Committee on Process Re-engineering. Since then the Committee on Process Re-engineering has reviewed Volume 1, Volume 3 and Volume 4 of the existing High Court Rules and Orders and has prepared draft revised rules against these volumes. The Committee on Process Re-engineering has exhaustively revised the existing High Court Rules and Orders in the backdrop of the latest judgments of the Hon’ble High Court and Hon’ble Apex Court, instructions/notifications by the Hon’ble High Court as well as the respective State/U.T. Governments and in the wake of deployment of Information Communication Technology tools in the Courts. Specifically with regard to the Rules and orders concerning prisons and Judicial lock-ups, the Committee has held meetings with senior Officers from the Prisons Department in the States of Punjab, Haryana, U.T. of Chandigarh for fresh inputs on these issues.
The Committee on Process Re-engineering is in the process of inviting suggestions/views from the District Courts and the members of the Bar in the States of Punjab, Haryana and U.T. Chandigarh after circulating the newly drafted revised chapters of Volume 1, Volume 3 and Volume 4.
